Police say a Nissan driven by a teen had collided with a Ford Falcon sedan immediately before leaving the road and striking the pole.
The driver of the Falcon stopped to help the teenagers before calling triple-0.
Paramedics worked on the two teenage passengers, but they could not be revived and died at the scene.
The driver, believed to be aged 17, was taken to Westmead Hospital with chest and internal injuries.
He remains in a stable condition.
Windsor Rd was closed between Curtis Ave and McGrath Road for several hours, however, has since been reopened.
Crash investigators were seen combing the scene, trying to piece together how the crash unfolded.
The driver of the Falcon was taken for mandatory blood and urine testing.
Investigations are ongoing.
