Most of the injured were on the second bus, with 23 people assessed by paramedics.
Specialist firefighters worked to pry loose glass from a shattered bus windscreen to free the driver trapped in his seat on the second bus.
NSW Ambulance acting inspector Andrew Bibby described the response as “a very significant number of resources”.
“There was a lot of panic and a lot of fear when we arrived,” he told 7NEWS.
“The collision was quite impactful.”
Paramedics treated two women at the scene — a woman in her 70s who is fighting for life after suffering head and chest injuries, and another in her 50s who suffered abdominal and leg injuries.
One of the bus drivers is believed to have sustained serious spinal injuries.
Ten patients have been taken to five hospitals.
