In October, Mokhber was part of an Iranian delegation that visited Moscow. During this visit, agreements were made to supply surface-to-surface missiles and additional drones to Russia’s military. The delegation included senior officials from Iran’s Revolutionary Guards and the Supreme National Security Council.
Mohammad Mokhber: Previous Roles and Sanctions
Before becoming vice president, Mokhber headed Setad, an investment fund associated with the supreme leader. In 2010, the European Union sanctioned Mokhber for alleged involvement in nuclear and ballistic missile activities, but he was removed from the list two years later. In 2013, the U.S. Treasury Department sanctioned Setad and 37 companies it oversaw.

Setad Ejraiye Farmane Hazrate Emam, commonly known as Setad, was established under an order from Ayatollah Ruhollah Khomeini, the founder of the Islamic Republic. Setad was tasked with selling and managing properties abandoned after the 1979 Islamic Revolution and directing most of the proceeds to charitable activities.
