There were 11,400 offences snapped, with fines totalling $4.7 million, within just 21 days.
Roads minister John Graham said the extent of the breaches “comes as a shock”.
Penalties for seatbelt offences start at a $410 fine and three demerit points.
“If this stays at this level, 100,000 people will be fined by the end of the year,” Graham said.
Of the high number of road offences captured in the blitz, 75 per cent were for not wearing seatbelts correctly.
Other images snapped of rule-breaking motorists show mobile phone use, and even babies being fed in the laps of unrestrained front seat passengers.
