Toronto Police have got their man — as in Canada’s most wanted fugitive.

Michael Bebee, 35, of Toronto — who was wanted for the slaying of Shamar Powell-Flowers, 29, on July 23, 2023, in the Danforth-Carlaw Aves. area — was arrested in Charlottetown on Tuesday following a tip from the public.

Last week, the Bolo Program, in co-operation with Toronto Police and Crime Stoppers, announced a $100,000 reward for information leading to the arrest of Bebee, who topped the 25 most wanted fugitives, and 24 others.

Bebee is now facing a charge of second-degree murder and police said arrangements are being made to return him to Toronto.

“This arrest proves that collaboration between police services, media, the public, Crime Stoppers and organizations like Bolo makes our communities safer and stronger,” said Toronto Police Chief Myron Demkiw.

“I want to thank Charlottetown Police Services for apprehending the suspect, Bolo and Crime Stoppers for working together to make our communities safer. We truly hope this arrest provides some comfort to the family and loved ones of Shamar Powell-Flowers.”

Shamar’s mother Charmaine Flowers said partly in a statement: “While it is difficult to describe the flood of emotions that washed over me during that phone call (telling me that), I know that for the first time in nine months, one of those emotions was elation. An immense weight had been lifted.”

Police said there was an altercation involving two groups of individuals, with one group inside a vehicle, on the night of Powell-Flowers’ slaying. Powell-Flowers intervened and was allegedly shot by a person in the vehicle. He was transported to a hospital and died a short time later.

Mohamud Farah, 34, of Toronto has also been charged with second-degree murder as part of the investigation.
